Picks 22-31 should be:

22. Dallas
23. Pittsburgh
24. Tennessee
25. Seattle
26. Jacksonville
27. San Diego
28. Dallas
29. San Francisco
30. Green Bay
31. New York

actually i believe it goes like this

27. DAL
28. SF
29. SD

because San Diego, Indi and Dallas all had 13 wins, but San Diego made it further in the playoffs. although SD did have more losses, Im not totally sure exactly how that works

It's regular season record only so SD picks ahead of them both.

The draft order only changes when a team that doesn't have the best record, or second best record makes the Super Bowl, such as the Giants. They move into #31, bumping all the other teams up a spot.
