free agent transactions

In our fantasy football league we do not play head to head rather overall scoring. As far as acquiring free agent's the rules state that if there is a dispute amongst owners, the person with the lower point total would be awarded the free agent in question. The problem here is that the same person has been in last place the entire year and continues to gobble up the most desired free agent's each week. It's almost like he is trying to block everyone else from trying to better their team. I understand it's a strategy, but there has to be a better way to handling transactions to keep this from happening. Any suggestions for next year???
